The city is hereby granted a lien upon the owner-occupied real estate of any residential or commercial utility customer who does not timely remit payment for utility services. The lien shall be filed in the Office of the Calloway County Court Clerk, and shall remain in effect until payment in full, including, but not limited to, fees, penalties and interest, owed by the property owner have been paid in full.
