Murray Municipal Utilities shall use reasonable diligence to provide a regular and uninterrupted supply of gas and water to its customers, however, in the event that the supply of either should be interrupted or disturbed for any cause, the Utility shall not be liable for damages resulting therefrom. The Utility reserves the right to restrict the supply of gas or water in the event of scarcity or whenever public welfare may so require.
