The customer shall be responsible for maintaining all gas, water and sewer facilities on his or her side of the meter. He or she shall also be responsible for payment of all gas and water usage which is registered on the meters serving his or her premises. Billing for waste water service shall be based on the water meter readings. If evidence shows that water was lost on the customer's side of the meter and that it did not go into the sewer lines, the waste water charge may be adjusted, on a one-time basis, to the normal monthly average of the previous six (6) months for the period of the water leak not to exceed two (2) months.
