(A) The Appeals Board shall not substitute its judgment for that of an administrative officer but shall ensure that the determination fully and correctly considered all facts and legal requirements set forth in the relevant statutes and ordinances.
(B) To the extent that the rules and regulations differ from or are consistent with the provisions of the Murray Municipal Code or State and Federal law, the appropriate provision of law will prevail.
