§ 37.15 METHODS OF PROCUREMENT.
   Procurements shall be made by one of the following methods:
   (A)   Small purchase procedures.
   (B)   Competitive sealed bids.
   (C)   Competitive negotiation.
   (D)   Noncompetitive negotiation.
