It is unlawful for any person to overdrive, overload, torture, beat or unjustifiably injure, maim, mutilate or kill any animal whether belonging to himself or herself or to another, and whether on or off the premises of the owner of said animal. This section does not apply to actions of licensed pest and vermin control businesses.
