§ 51.12 MINIMUM STANDARDS OF SEWERS.
   (A)   The building sewer shall be ductile iron, minimum class 250; PVC, minimum of schedule 40 wall or equal; or other suitable material approved by the Superintendent. Joints shall be tight and waterproof. Any part of the building sewer that is located within ten feet of a water service pipe shall be constructed of ductile iron pipe with Titan joints. Ductile iron pipe with Titan joints may be required by the Superintendent where the building sewer is exposed to damage by tree roots. If installed in filled or unstable ground, the building sewer shall be of ductile iron pipe, except that non- metallic material may be accepted if laid on a suitable 57 washed stone bed or concrete piers as approved by the Superintendent and engineers.
   (B)   The size and slope of the building sewer shall be subject to the approval of the Superintendent, but in no event shall the diameter be less than four inches. The slope of the four-inch pipe shall be not less than 1/8 inch per foot.
   (C)   Whenever possible, the building sewer shall be brought to the building at an elevation below the basement floor. No building sewer shall be laid parallel to or within three feet of any bearing wall, which might thereby be weakened. The depth shall be sufficient to afford protection from frost. The building sewer shall be laid at uniform grade and in straight alignment insofar as possible. Changes in direction shall be made only with properly curved pipe and fittings.
   (D)   (1)   In all buildings in which any building drain is too low to permit gravity flow to the public sewer, sanitary sewage carried by the drain shall be lifted by approved artificial means and discharged to the building sewer.
      (2)   In the event that it is necessary for a privately owned and maintained lift station to be constructed and installed in order to lift sanitary sewage to permit gravity flow to the public sewer, the Town of Murphy will provide inspection of the privately owned and maintained lift station and will notify the private owner of any necessary repairs. However, the cost of any necessary repairs to the privately owned and maintained lift station will be the sole and total responsibility of the private owner and will not be the responsibility of the Town of Murphy.

   (E)   All excavations required for the installation of a building sewer shall be open trench work unless otherwise approved by the Superintendent. Pipe laying and backfill shall be performed in accordance with ASTM specification C12-19 except that no backfill shall be placed until the work has been inspected.
   (F)   (1)   All joints and connections shall be made gastight and watertight.
      (2)   Ductile iron pipe with Titan rubber gaskets, PVC with rubber or glue joints HDPE with fused together joint will be the only method of installation permitted. Other coatings shall not be permitted on the jointing material until after the joint has been tested and approved.
      (3)   Other jointing materials and methods may be used only by approval of the Superintendent. Before any construction is begun, material submittals must be submitted and approved by the Public Works Director.
      (4)   Other jointing materials and methods may be used only by approval of the Superintendent.
   (G)   (1)   Each building connected to the sewer system of the Town of Murphy shall have a backflow prevention device as a part of the building sewer.
      (2)   Each backflow prevention device installed as a part of a building sewer after June 1, 2020, must be inspected and approved by the Superintendent or his or her representative. The owner, tenant, or other occupant of a building shall notify the Superintendent when a backflow prevention device installed as a part of a building sewer after June 1, 2020, is ready for inspection.
      (3)   A backflow prevention device as a part of a building sewer shall be located outside of the footing of the building and shall be located within five feet of the footing of the building.
      (4)   The Town of Murphy will not be responsible for any damages caused by sewer backflow into any building which does not have a backflow prevention device as a part of the building sewer.
