The water services shall be cut off from any property when the occupant of the premises and the owner thereof fail to pay the charges due and that no water be furnished to the property until the delinquent bill has been paid. Provided, however, if the premises are not occupied by the owner and are not occupied by two or more tenants serviced by the same water meter and the occupant of the premises vacates same after the water is cut off and a new and different tenant thereafter occupies the premises, then, and in that event, water shall be furnished to the premises upon proper deposit being made.
