It shall be unlawful for any person to maintain upon their property within the town any abandoned open shaft, well hole, or cistern. Any person having any such abandoned open shaft, well hole, or cistern shall immediately proceed to fill the same or cover it over with a substantial concrete cover sufficient to obviate any danger of children or other persons falling into the same.
