It shall be unlawful for any person to leave outside any building or dwelling or any place accessible to children any unattended, abandoned, or discarded ice box, refrigerator, or any other container of any kind which has a snap-lock or other locking device thereon, which may not be released from the inside without first removing the snap-lock or other locking device or the doors from the ice box, refrigerator, or other container.
