SCHEDULE VIII. OFF-STREET PARKING.
   (A)   Definitions. For the purpose of this schedule, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   TWENTY-FOUR-HOUR PARKING ZONE. Areas, lots, or facilities lying within the corporate limits of the Town of Murphy to which this schedule by its terms are applicable.
   OPERATOR. Every individual who shall operate a vehicle as the owner thereof, or as the agent, employee or permittee of the owner, or is in actual control of the vehicle.
   PARK or PARKING. The standing of a vehicle, whether occupied or not, upon an off-street parking lot or facility.
   PERSON. Any individual, firm, partnership, association, or corporation.
   VEHICLE. Any device used in, upon, or by which any person or property is or may be transported or drawn upon a highway, street, or public vehicular area, except a device which is operated upon rails or tracks.
   (B)   Twenty-four-hour parking zone. The following designated areas, lots, or facilities owned or leased by the Town of Murphy and the other areas, lots, or facilities as may hereinafter be included in this division (B) by amendment hereto, lying within the corporate limits of the Town of Murphy, shall constitute a 24-hour parking zone, to wit: the parking lot owned by the Town of Murphy located adjacent to and north of Central Street.
   (C)   Erection of 24-hour parking signs. The Chief of Police of the Town of Murphy is hereby authorized to erect and install 24-hour parking signs facing traffic parking in and upon the off-street parking lot owned by the Town of Murphy adjacent to and lying north of Central Street.
   (D)   Parking time limit. It shall be unlawful and constitute a violation of this schedule for any person to park or stand a vehicle in a 24-hour parking zone for a period of time in excess of 24 hours.
   (E)   Violations. It shall be unlawful and constitute a violation of the provisions of this schedule for any person to cause, allow, permit, or suffer any vehicle registered in the name of or operated by the person to be parked overtime or beyond the period of legal parking time for any 24-hour parking zone as herein described.
   (F)   Exercise of police power. This entire schedule shall be deemed and construed to be an exercise of the police power of the Town of Murphy in the State of North Carolina for the preservation and protection of public safety, and all of its provisions shall be liberally construed with a view to the effectuation of the purpose.
