When respective signs are placed in certain streets, no person shall park a vehicle between the hours of 12:00 a.m. and 6:00 a.m. upon any of the streets described in this title, provided that this section shall not apply to automobiles, or other vehicles, if their owners are at work in the building, or on the premises, near which the vehicles are parked.
