It shall be unlawful for any person to loiter in or upon, or to drive any vehicle upon, any private business property parking lot or area at any time the business is not open to the public, when signs have been posted by the owner or his or her employee or agent stating that the loitering or driving of vehicles is prohibited at or during certain designated times.
