Authority is hereby granted to the Town Clerk to temporarily exclude any industrial waste, whether pre-treated or not, from the sanitary sewers, whenever, in his or her opinion, the action is necessary for the purpose of determining the effects of the wastes upon the sewers or sewage treatment plant.
