Any person who can show proof that his or her monthly water meter reading is not indicative of the quantity of waste being discharged to the town sewerage system, may present this proof to the Town Board at a regularly scheduled meeting. If after examination of the evidence the Board is satisfied as to its validity, suitable adjustment may be made in computing the sewer service charge and/or surcharge. The burden of proof shall rest on the person receiving the bill.
