A person not having paid his or her bill within ten days of the date of billing will be delinquent. Notice shall be sent to him or her through the United States mails and if after five-days’ notice, given as above, the bill remains unpaid, the water connection serving the premises will be severed and will not be turned on again until the bill is paid and then at his or her expense.
