§ 70.06 ROADBLOCKS.
   (A)   Definition. For the purposes of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      “ROADBLOCK.” A practice whereby individuals station themselves in a portion of a street, highway, or right-of-way adjacent thereto, not for the purpose of walking, running, or traveling thereupon, and engage in the solicitation of passing motorists for donations of money and/or the distribution of literature by roadblock participants to passing motorists.
   (B)   Authorization. No person, other than a law enforcement officer or a person designated or authorized by a state, city or federal government or agency thereof, in the regular course of his or her duties, shall establish, set up or maintain a roadblock on the public streets, highways, or right-of-way in the city.
