Whenever the developer of a subdivision located within city limits desires to offer for dedication any public way, he shall file with the City Council the following:
(A) A plat of the territory bounded, intersected, or immediately adjacent to the proposed public way, showing the name, nature, and dimensions of the public way offered for dedication.
(C) A complete set of as-constructed drawings, which shall show the profile of each street, with elevations of ground and street grade, and a typical cross-section of each street showing the pavement, width, rights-of-way, and sidewalks.
