§ 154.02 STREET CONSTRUCTION REQUIREMENTS.
   Roads or streets not constructed as to meet the approval of the City Engineer and the City Council shall not receive city maintenance within the city system. City requirements are as follows:
   (A)   Dimensions.
      (1)   6-inch dense grade.
      (2)   3-inch blacktop asphalt.
      (3)   l-inch surface asphalt.
      (4)   20-foot wide blacktop.
      (5)   40-foot minimum rights-of-way.
   (B)   A four-foot public easement on each side adjacent to the street right-of-way.
   (C)   Five-foot sidewalks on either side, to comply with state specifications.
   (D)   Curb and gutter to comply with state specifications.
   (E)   Street shall be designed with respect to topography to provide proper drainage for stormwater and to produce grades.
   (F)   Streets shall be lighted.
   (G)   Road banks shall be stabilized and in grass or other suitable cover.
   (H)   Proposed street names in alignment with existing streets shall bear the name of the existing street. Proposed streets not in alignment with existing streets shall not bear names which would duplicate or be confused with names of existing streets.
   (I)   Service lines shall be put in four-foot easement and connections shall be installed to the property lines.
   (J)   Water line connections shall be installed to property lines and shall have a minimum diameter of six inches approved by the City Engineer.
   (K)   Gas lines approved by the City Engineer, if applicable.
   (L)   Sewer lines approved by the City Engineer and Water Superintendent, if applicable.
   (M)   Subdivision Plat, required in § 154.01(B)(3), shall meet the following standards:
      (1)   Recorded at the County Court House.
      (2)   Surveyed by land surveyor licensed by the state.
      (3)   Subdivision regulations.
      (4)   Lot size shall meet state and county code. Minimum width 100 feet by 200 feet length.
      (5)   Lot may use septic tanks, and shall meet perk test where sewer not available. Approved by state and county code.
      (6)   Setback minimum 40 feet front, 15 feet sides, 30 feet offback.
      (7)   Houses same front setback.
      (8)   Exterior may be weatherboard, stone, or brick.
      (9)   Lots shall not be used for dumping or storage.
    (10) Mobile homes shall not be permitted.
