(A) Such signs permitted in § 99.02 of this ordinance shall not be erected or maintained more than 30 days before and must be removed no more than ten days after the election at which the voters of the city may exercise their right to vote.
(B) The candidate, owner, erector, committee, chairman advocating or opposing a particular candidate or issue shall be responsible for the placement and removal of the signs permitted in § 99.02 of this chapter.
(C) The Works Department shall remove all signs in the public roadways or thoroughfares not in compliance with this chapter. If possible, notification to the responsible party in division (B) of this section shall be permitted to retrieve said signs upon the payment of a fee of $5 per sign.
