Signs advocating the election or defeat of any candidate, proposal, amendment, or other matter upon which the voters of the city may by lawful vote upon any governmental election day express their preference, may be erected or maintained within the public ways and thoroughfares, provided they do not impede, interfere with, or block reasonable viability of any vehicular or pedestrian traffic upon such public ways or thoroughfares.
