§ 91.45 PERMIT REQUIRED.
   (A)   It shall be unlawful for any person, firm, organization, or corporation to operate, or permit to be operated, a public address system or a loudspeaker on any public street, sidewalk, road, alley, or public place, from a stationary position, or in a moving vehicle, in the city limits for any purpose without first procuring a permit from the City Clerk.
   (B)   The permit shall only allow the operation of such public address system or loudspeaker for the day, or fraction thereof, for which the permit is issued, and only between the hours of 8:00 a.m. and 9:00 p.m. Central Standard Time. No permit shall be issued for any operation on Sunday.
   (C)   An applicant for a permit shall pay in advance to the City Clerk a permit fee in the sum of $25.50. The City Council may within its discretion refund the sum of $10.00 to any permittee, if the operation of the public address system or loudspeaker is for a public purpose by a charitable, public, or religious organization recognized as such by the City Council.
