(A) Any property owner or utility company that intends to alter or otherwise cause damage to an existing city street must first post a bond in an amount that the city estimates would cost to fix the street to the same or better condition it was prior to the work.
(B) All proposed alteration or otherwise damage to an existing city street by a property owner or utility company must be completed within days from posting the bond.
(C) Upon completion of the project and if the city is satisfied with the condition of the city street, the city shall return said bond to the property owner or utility company.
