(A) Every person convicted of a violation of any provisions of this chapter shall be punished by a fine of not more than $100. Such violations of this chapter shall be referred to the office of the County Prosecutor.
(B) Unless another penalty is expressly provided by law, every person convicted of a violation of any provision of this title other than §§ 73.070 through 73.076 and Chapter 74 shall be punished by a fine of not more than $100. Upon conviction of a third or subsequent offense committed within one year after the date of the first offense, the penalty shall be a fine of not more than $1,000.
(C) (1) The violations referred to in this traffic code shall have as their definitions the definitions provided in the state code, reference to which is made in this division (C).

(2) (a) The Town Council shall adopt and may from time to time amend a schedule of violations of this traffic code and the amount of civil penalty to be assessed.
(b) The Town Council shall adopt and approve forms and procedures, which it may from time to time amend and modify, to conform with the requirements of the state code.
