(A) (1) No parking spaces shall be reserved for the use of a particular person, except for handicap parking or the parking of members of a business, restaurant, firm, corporation, official, employee or other legal entity. However, the Town Council shall have the power to reserve a parking space or spaces for loading and unloading.
(2) The Town Council shall also have the power to designate and reserve, from time to time, whether in areas posted with parking meters or otherwise, loading and unloading spaces for trucks for the loading and unloading of articles of intra- and inter-city commerce.
(B) (1) The parking time limit in loading and unloading zones shall not exceed 30 minutes. The Town Council may designate from time to time such loading and unloading zones by erecting or causing to be erected proper and suitable signs and warnings.
(2) Such signs and warnings shall maintain the proper flow and safety of traffic, either vehicular or pedestrian, shall maintain a fair apportionment of the time for loading and unloading trucks therein, shall maintain a convenient location therefore from the standpoint of all such traffic and shall maintain an equitable apportionment of loading and unloading distance among the trucks involved.
(C) There shall be not more than one truck loading and unloading zone on any side of any street within any block of the town.
