An individual shall not operate an off-road vehicle on private property, public property or public rights-of-way in the town, except under the following conditions.
(A) A law enforcement officer of the town, county or state may authorize or permit the operation of an off-road vehicle or vehicles on the public highway, streets and rights-of-way during emergencies.
(B) An off-road vehicle or vehicles may be operated during an event for which permission was specifically granted in advance by the Town Council.
(C) An off-road vehicle may be operated directly in the process of loading or unloading a trailer or truck but is limited to the need for transportation of the off-road vehicle.
(D) The engine of an off-road vehicle may be run for a limited time (without the vehicle being ridden) for mechanical work, subject to the limitations of the town’s ordinance for the control of noise.
