All sewer customers who are not water customers of the city shall pay a minimum sewer charge of $12.75 per month per dwelling unit. However, in the event that a building or premises discharging sewage, water, and other wastes into the municipal sewer facilities uses water supplied on other than a metered basis, from either a private or public water supply, the owner or occupant may be required to cause a water meter or other measuring device to be installed, acceptable to the Superintendent. The quantity of water used, as measured by the meter or device, shall determine the sewer rate and charge applicable to such customer.
