It shall be mandatory for all customers of the waterworks system to be metered, and the schedules of rates prescribed by this chapter shall be uniformly charged to all customers of the respective systems, both residents and nonresidents, including all residential, commercial, and industrial establishments in any manner directly or indirectly connected with and served by the waterworks and sewer systems of the city. No one shall receive or be entitled to free water or sewer service or to any such service without paying the full rates specified, except as set out herein.
