No person shall use or operate any loud speaker, amplifier or radio within the City for the purpose of attracting attention to any political candidate or issue, or advertising any theater, show, motion picture or other place of business, provided, however, that this section shall not apply to any place of business using background music where the background music is not audible to any person possessing normal hearing at a distance in excess of twenty feet from any speaker used in connection with the system producing the background music.
