Whenever any bicycle shall be operated in violation of the provisions of this chapter, such bicycle may be seized by any member of the Police Department and impounded in the Municipal Building. The bicycle of any person under the age of eighteen years shall be surrendered to the parent or guardian of such person without charge, after a full explanation, to such parent or guardian, of the reason for impounding the bicycle.
