(a) No person shall stop, stand, or park any motor vehicle at special parking locations provided for the handicapped under this section or at special, clearly marked parking locations provided for the handicapped in or on privately owned parking lots, parking garages, or other parking areas, unless the motor vehicle is displaying a parking card issued under Ohio R.C. 4503.44 or is being operated by or for the transport of a handicapped person and is displaying the special license plates authorized by that section.
(b) This section grants to parking meter attendants and law enforcement officers, the authority to place parking tickets upon any vehicles in violation of this section. Further, any law enforcement officer so desiring may cite vehicles in violation by affidavit.

(c) Whoever violates this section and receives a parking ticket shall pay a fine of two hundred and fifty dollars ($250.00).
(d) If a parking ticket issued under this section is not paid within five days of the issue date, the fine is raised to five hundred dollars.
