(a) On-street special parking locations for the handicapped may be provided and designated by and under the supervision of the Mayor.
(b) The Mayor shall receive applications for such locations from persons claiming to be or claiming to represent handicapped persons at specific locations.
(c) The applicant should produce proof that a user of the proposed parking location has qualified for special handicapped parking privileges under Ohio R.C. 4503.44, and further show a special need for on-street parking space limited to handicapped parking, which would include but is not limited to evidence that there is no garage or driveway available to the applicant or handicapped person under consideration, that close adjacent parking privileges are needed and that in the absence of parking restriction the proposed location would be occupied by other vehicles a substantial portion of the time the special use is needed by applicant.
(d) On-street parking occupations for the handicapped are subject to an annual review by the Mayor whereby applicants may be required to produce proof of the continued need for the established space.
(e) Applicants for special parking locations for the handicapped shall agree at the time of initial application to notify the Mayor immediately upon any change in status of the person for whom the parking space is intended, such as if that person moves, ceases to be handicapped, or for any other reason ceases to need a special parking space.
(f) Although an applicant appears to comply with the foregoing criteria for issuance of a special handicapped parking space or location, the Mayor has discretionary authority to grant or deny an application. The Mayor may take into account the impact on surrounding property owners if special areas are set aside for the purposes of this section or other factors which may affect his consideration.
(g) Upon designating a special on-street parking location for the handicapped, the Mayor, shall designate the exact location and length thereof to the Safety-Service Director, Chief of Police, Mount Vernon Municipal Court and the Parking Meter Division so that they may include the information in their official records and with the Traffic Control Map and File. The Mayor shall require the applicant to pay the actual expense of placing signs and making other appropriate designation for the location.
