All service charges and all sources of revenue generated by or on behalf of the stormwater utility shall be deposited in a Stormwater Utility Enterprise Fund and used exclusively for the stormwater utility.
Funding for stormwater utility projects and programs may include but is not limited to: stormwater service charges; stormwater permits and inspection fees; other funds or income obtained from Federal, State, local and private grants or loans. In no year, shall the operating fund balance of the Stormwater Utility show a loss.
