The stormwater management and sediment control plan shall be submitted to the City Engineer for review and approval. No earth-disturbing activities shall commence until said approval has been received. This approval is separate and distinct from the preliminary plat and final plat reviews and approvals conducted by the Municipal Planning Commission. The Municipal Planning Commission will not give final plat approval unless the City Engineer has reviewed and approved the stormwater management and sediment control plan.
