This regulation requires that a Stormwater Management Plan be developed and implemented for all soil disturbing activities disturbing one (1) or more acres of total land or less than one (1) acre if part of a larger common plan of development or sale disturbing one (1) or more acres of total land and on which any regulated activity is proposed. A comprehensive Stormwater Management Plan must be developed and implemented for all commercial and industrial site development. The City Engineer may require a Stormwater Management Plan on sites disturbing less than one (1) acre.
When required by criteria in this Chapter, a Stormwater Management Plan and an Erosion and Sedimentation Control Plan (in the form of a full SWP3 or an Abbreviated SWP3) must be certified by a Professional Engineer registered in the State of Ohio. All Stormwater Management Plans and Erosion and Sedimentation Control Plans submitted to the City Engineer, with the exception of those submitted by a government agency, shall be accompanied by an application and review and filing fee as determined by the fee schedule in Section 920.33.
