1323.11 REGISTRATION EXEMPTIONS.
   (a)    Buildings that meet at least one of the following items shall be exempt from registration and any fees set forth in Section 1323.05 of this Chapter.
          (1)    A building under active construction/renovation prior to the registration requirements set forth in Section 1323.04 of this Chapter.
          (2)    A building which has suffered fire damage or damage caused by extreme weather conditions shall be exempted from the registration requirement for a period of 180 days after the date of the fire or extreme weather event if the property owner submits a request for exemption in writing to the PMEO. The request shall include the names and addresses of the owner or owners, and a statement of intent to repair and reoccupy the building in an expedient manner, or the intent to demolish the building.
          (3)    Any multi-unit commercial, industrial or institutional building shall be exempt until the building is more than fifty percent (50%) vacant by square footage. All units must be contained within one building with continuous exterior walls and roof structure. Any discontinuation of walls and roof structure between units would constitute a separate building.
