913.11 APPEALS.
   (a)   In the event any User disputes the charges levied for the provisions of water or waste water services, they shall file a written notice of the dispute charges with the Director within fifteen (15) days of the issuing of the bill with the disputed charges. The Director shall make inquiry into the issue and shall issue a written determination regarding the disputed charges. During the period of time that the Users’ dispute is under review by the Director, no action shall be taken with regards to the Users’ service pursuant to Section 913.08.
   (b)   In the event a User does not agree with the determination made by the Director regarding a dispute submitted to the Director under subsection (a), the User shall have the right to appeal the Director’s determination to the Utilities Commission within fifteen (15) days of the date of the Director’s determination. The Utilities Commission shall convene a hearing on the matter within thirty (30) days of receipt of such appeal. The Utilities Commission may grant continuances if deemed necessary. A written decision on the appeal shall be issued within ten (10) days of the hearing. Appeal of any final order entered pursuant to this chapter may be taken in accordance with local and State law. During the pendency of a Users’ appeal of the Director’s determination, no action shall be taken with regards to the Users’ service pursuant to Section 913.08.
