(a) No person shall hereafter plant or remove any tree or shrub upon any public way, street or alley unless he shall have first obtained a permit in writing from the Director of Public Safety-Service. Persons requesting a planting permit shall specify the size, type and species of the tree or shrub to be planted, and the proposed location of the public way, street or alley.
(b) The Director of Public Safety-Service shall have the authority to deny a permit to any person who proposes to plant or remove any tree or shrub upon a public way, street or alley. A planting permit may be denied due to undesirable size, type, species or location proposed.
