141.04 POWERS; DUTIES.
   (a)   The Commission shall have the power to study, investigate, plan, advise, report and recommend to Council, the Safety Service Director or the Mayor, any action, program, plan or legislation which the Commission shall find or determine to be necessary or advisable for the care, preservation, trimming, planting, replanting, removal or disposition of trees and shrubs in the public ways, streets and alleys. The Commission shall also be responsible for developing programs, planning or suggesting actions which they determine to be necessary for the beautification of other areas of the City which they will recommend to City Council, the Mayor or the Safety Service Director.
   (b)   The Commission shall be responsible for recommending to the Safety Service Director those expenditures necessary to accomplish the goals and mission of the Commission. The Commission shall have the authority to apply for, receive, administer, and enter into agreements regarding grants and donations to be expended, after review and approval of the project by the Safety-Service Director or City Engineer, in accordance with the purposes set forth in this chapter by use of City forces or under contract with the City. All funds administered by the Commission shall be accounted for through the City Auditor's Office.
