(a) No pool, other than a portable or temporary private wading pool less than twelve inches (12") in depth, shall be exempt until the owner or proprietor thereof shall make application for an exemption as hereinabove provided to the Zoning Officer.
(b) The Zoning Officer shall, upon written application from an owner or proprietor of a swimming pool or wading pool and after payment of an application fee of twenty dollars ($20.00), personally inspect such swimming pool or wading pool and, if the opinion of the Zoning Officer, such swimming pool or wading pool is entitled exemption, as hereinbefore provided, he shall, in writing, grant an exemption to such property owner or swimming pool or wading pool proprietor. In addition to the foregoing, he shall cause to be posted in a prominent place, on the swimming pool, a notice that such swimming pool or wading pool has been exempted hereunder.
