When the Health Commissioner finds any building, structure or premises so heavily infested with rats or vermin that it presents a threat to public health, he or she has authority to close the same to any occupancy and order the extermination of the rats or vermin. No person shall resume occupancy of the infested building, structure or premises until the Health Commissioner confirms the eradication of the rats or vermin therein.
