1303.02 POWERS AND DUTIES OF THE PROPERTY MAINTENANCE ENFORCEMENT OFFICER.
   (a)   Authority. The Property Maintenance Enforcement Officer is authorized to enforce the Maintenance Ordinances. The Property Maintenance Officer shall have the authority to render interpretations of these ordinances. Interpretations adopted by the Property Maintenance Enforcement Officer shall not have the effect of waiving or enhancing requirements specifically provided by these ordinances.
   (b)   Inspections. The Property Maintenance Enforcement Officer shall make all required site inspections. In his absence, inspections shall be made by the Safety-Service Director or the Safety-Service Director's designee.
   (c)   Identification. The Property Maintenance Enforcement officer shall carry proper identification at all times when inspecting structures or premises, or while performing other official duties.
   (d)   Notices, Orders and Records. The Property Maintenance Enforcement Officer shall issue all necessary notices or orders to ensure compliance with the Maintenance Ordinances, unless other officials are specifically authorized to perform these actions. The Property Maintenance Enforcement Officer shall maintain official records of all business and activities transacted in connection with his duties and retain such records for the periods required by the appropriate records retention schedule.
   (e)   Condemnations and Demolitions. The Property Maintenance Enforcement Officer shall have the authority to recommend that structures that are unsafe or unfit for human occupancy be condemned and/or demolished. The decision to condemn or demolish any structure shall be made by the Board of Property Maintenance Appeals.
