The provisions of the Maintenance Ordinances shall apply to all existing residential and nonresidential structures and all existing premises. These provisions constitute minimum requirements for protection from the elements, life safety, safety from fire and other hazards, for safe and sanitary maintenance, for the elimination and prevention of vermin, and the permitting and safety of swimming and wading pools. The Maintenance Ordinances also provide for the administration and enforcement of the requirements, and for penalties for violations.
