(a) The Director of Public Safety-Service is hereby authorized to hire temporary patrolmen in order to fill the vacancy of a full-time patrolman created by an extended leave, injury or illness. The Director may also hire, in a temporary capacity, a full time patrolman in order to fill an imminent vacancy created by the planned retirement of a current full-time patrolman. Such authority is given in order to maintain the Police Department at full strength or at such a level as will fully protect the city and its residents from loss of life and property, and the exercise of such authority shall be within the sole and absolute discretion of the Director.

(b) The Director is hereby authorized to hire temporary firefighters in order to fill the vacancy of a full-time firefighter created by an extended leave, injury or illness. The Director may also hire, in a temporary capacity, a full time firefighter in order to fill an imminent vacancy created by the planned retirement of a current full-time firefighter. Such authority is given in order to maintain the Fire Department at full strength or at such a level as will fully protect the City and its residents from loss of life and property, and the exercise of such authority shall be within the sole and absolute discretion of the Director.
