(a) The following departments are authorized and directed to establish Petty Cash and Change Funds in the amounts as follows:

(b) Petty Cash shall not be utilized to make any purchase where such purchase could have been made and charged to the City of Mount Vernon. Further, the maximum purchase from Petty Cash Funds shall not exceed ten dollars ($10.00) per purchase.
