755.07 SOLID WASTE HAULERS BOARD OF APPEALS.
   (a)   The Solid Waste Haulers Board of Appeals, consisting of the Mayor or his designee, the Mount Vernon Street Superintendent and a resident of the City of Mount Vernon appointed by the Mayor and confirmed by Council is hereby created.
   (b)   The Solid Waste Haulers Board of Appeals shall meet at such times and such places as may be designated by the Chairman of the Board, to consider permit applications that have been revoked or denied for operating as a Solid Waste Hauler in the City of Mount Vernon and to transact other business with which it may be charged by the City Ordinances of Mount Vernon.
   (c)   Two members of the Solid Waste Haulers Board of Appeals shall constitute a quorum for the transaction of any business and two votes shall be necessary to approve any application.
   (d)   The Solid Waste Haulers Board of Appeals is authorized and empowered to establish and adopt such rules and regulations governing its procedure and duties as are reasonable, necessary and not inconsistent with the terms of any other City ordinances regulating Solid Waste Haulers or their operation.
   (e)   The Mayor shall act as Chairman of the Solid Waste Haulers Board of Appeals. A recording secretary (appointed by the Solid Waste Haulers Board of Appeals) shall keep a record of all proceedings of the Board.
   (f)   All decisions of the Board shall be final.
