(a) Any vehicle or trailer used by such solid waste hauler in his business shall be leak- proof and enclosed or provide for tight cover for such portions as are used for waste collection. Use of a tarpaulin is permitted and must be in place to prevent spillage in route to the landfill, or transfer station. Spills on streets or roadways must be collected. Hauling of large debris must be done in a suitable vehicle to prevent spillage.
(b) Heavy grade disposable bags with ties are acceptable as watertight containers when handled to prevent spillage.
