(a) The Taxicab Board is hereby created which shall consist of the Mayor, the Director of Public Safety and Service and a citizen of the City of Mount Vernon appointed by the Mayor and confirmed by Council. The term for the citizen member shall be three years.
(b) The Taxicab Board shall meet at such times and such places as may be designated by the Chairman of the Board, to consider applications for taxicab operating licenses and to transact other business with which it may be charged by the City Ordinances of Mount Vernon.
(c) Two members of the Taxicab Board shall constitute a quorum for the transaction of any business and two votes shall be necessary to approve any application.
(d) The Taxicab Board is authorized and empowered to establish and adopt such rules and regulations governing its procedure and duties as are reasonable, necessary and not inconsistent with the terms of any other City Ordinances regulating taxicabs or their operation.
(e) The Mayor shall act as Chairman of the Taxicab Board. A recording secretary (appointed by the Taxicab Board) shall keep a record of all proceedings of the Board.
(f) All decisions of the Board shall be final.
