111.05 PUBLIC NOTICE; SPECIFIC TYPE OF BUSINESS.
   (a)   Any member of the general public may request notice of any meeting of Council or its committees at which any specific type of business is to be discussed. Any and all such requests shall comply with the following:
      (1)   All requests shall be made in writing on a form prescribed by the Law Director and obtained from the Clerk of Council.
      (2)   All requests shall be accompanied by a fee of twelve dollars ($12.00) and shall be accompanied by not less than twelve stamped, self-addressed envelopes. It shall be the responsibility of each such person requesting notice to provide the Clerk with proper postage, and in the event of an increase in the postal rates, the person requesting notice shall be solely and completely responsible for supplying the Clerk with additional postage. Such fee shall entitle such person to notice for a period of not more than twelve months from the date of the application.
   (b)   The Clerk shall immediately establish a written journal or other record which will include, but shall not be limited to, the names, addresses, telephone numbers, areas of interest and date of application of each member of the general public requesting notice of all meetings at which a specific type of public business will be discussed.
      (1)   Regular meetings. The Clerk shall give notice by mailing a copy of the agenda, by ordinary U. S. mail, utilizing the stamped, self-addressed envelope provided by the member of the general public when a particular type of public business in question is to be discussed.
      (2)   All other meetings. The Clerk shall attempt to notify, by telephone on at least two occasions, each member of the general public interested in a specific type of public business. Where the Clerk fails to reach such person after two attempts, notice shall be sent by ordinary U.S. mail. The Clerk shall log all attempted telephone calls and shall maintain such record for not less than three years.
