111.04 PLACE OF MEETINGS; MATTERS OF GREAT PUBLIC INTEREST.
   When, in the opinion of the President of Council, or in his absence, the President pro tempore, there are matters of great public interest, the President of Council, or in his absence, the President pro tempore, may order that the regular or special meetings of Council be held elsewhere within the corporate limits of the City.
